The world is ruled by first world countries - most notably us (U.S.) and the bartering chip for power is petroleum.
I really think that hydrogen fuels and ultimately the use of electromagnetic fields for energy will be stiffled as long as enough powerful men hold possession of enough petroleum.
There are annual dollars appropriated to research for, most notably, hydrogen fuel. However large the amount seems to be, it is really a type of faux support and is a mere pittance compared to the dollars actually needed to perfect a hydrogen based energy system.
The impact on a petroleum based economy (world economy) won't allow the proliferation of any new energy system.
